The Comité National de Secours et d'Alimentation was the vast Belgian civilian relief organization that kept roughly ten million people fed during the German occupation in World War One, operating in uneasy partnership with Herbert Hoover's Commission for Relief in Belgium. The Comité Bruxellois was its Brussels-district arm, and these small-denomination notes were issued to facilitate local distribution payments and wage substitutes when fractional coinage had effectively vanished from circulation — hoarded, exported, or melted.
E. Guyot was a well-established Brussels commercial printer, not a security press, which shows in the modest production values. Jean Pattesson's design credit is unusual for a note of this type and denomination.
