Puchberg im Machland issued these tiny Heller notes as Notgeld during the acute small-change shortage that gripped Austria after the First World War. Municipal authorities across Upper Austria were effectively forced into emergency currency issuance because the central government could not maintain adequate coin supply — copper and nickel had long since been consumed by the war effort.
