Oecusse — formally the Região Administrativa Especial de Oecu-Ambeno — is a non-contiguous exclave of Timor-Leste surrounded entirely by Indonesian West Timor, which makes its status as a separate issuing authority for coinage an unusual administrative choice. Timor-Leste itself adopted the US dollar as its official currency at independence in 2002, so these pataca-denominated pieces for Oecusse function within the ZEESM special economic zone framework established around 2014.
Whether this issue saw any meaningful circulation is doubtful.
