Romania's copper minor coinage of this period was produced almost entirely at foreign mints — the Bucharest state mint lacked the capacity and equipment to handle volume production during the kingdom's early years. The 1879–1881 issues were struck at the Birmingham Mint (Heaton), identifiable by the "H" mint mark, as Romania worked to establish the financial infrastructure of a newly recognized independent state following the 1878 Treaty of Berlin.
