Singapore's Board of Commissioners of Currency had already introduced polymer with its 1999 50-dollar note, but this 2-dollar Millennium issue marked the first time the substrate was used for a lower denomination in the series — a deliberate choice to push the technology into higher-volume circulation. Note Printing Australia, the Reserve Bank of Australia's printing subsidiary, supplied the polymer substrate as well as handled production, as it did for most of the region's early polymer experiments in this period.

BCCS itself was dissolved in October 2002, absorbed into the newly formed Monetary Authority of Singapore, making this among the final notes issued under the old authority's name.
