Albanian municipal scrip from the interwar period is genuinely rare, and Vlorë's 1924 issues are among the most historically loaded. The city had been the site of the short-lived 1920 anti-Italian resistance — the so-called War of Vlorë — and when Italian forces withdrew, the municipality was left managing a local economy with almost no functioning national monetary infrastructure. The Albanian franc (franga) was not stabilized until 1926, when the National Bank was finally established under the Zog government.
This 2 Frank Kart is essentially a gap-filler: local purchasing scrip issued by a municipality that had no other practical means of facilitating small transactions. Pick's S-prefix classification confirms its non-central status.
