Reverse description The reverse is printed entirely in letterpress on a plain light ground with a simple dotted border frame. A large circular red stamp at centre bears the denomination "Fr. 2 kart". The surrounding text is arranged in multiple lines across the note, stating the guarantee, payment conditions, authorising council decision of 11 May 1924, and a warning against forgery. The numeral 2 appears in each corner.

Albanian municipal scrip from the interwar period is genuinely rare, and Vlorë's 1924 issues are among the most historically loaded. The city had been the site of the short-lived 1920 anti-Italian resistance — the so-called War of Vlorë — and when Italian forces withdrew, the municipality was left managing a local economy with almost no functioning national monetary infrastructure. The Albanian franc (franga) was not stabilized until 1926, when the National Bank was finally established under the Zog government.

This 2 Frank Kart is essentially a gap-filler: local purchasing scrip issued by a municipality that had no other practical means of facilitating small transactions. Pick's S-prefix classification confirms its non-central status.
