Arktikugol — the Soviet state coal trust operating the mines at Barentsburg and Pyramiden on Svalbard — issued its own internal scrip because the Svalbard Treaty of 1920 barred the USSR from imposing Soviet currency on the archipelago. Norwegian territory, Soviet workers, Norwegian legal framework: the result was a closed monetary system unique in the Soviet world. The scrip circulated only within the trust's settlements and was worthless the moment a worker left the island.

The 1979 series replaced an earlier issue; both are sometimes called "spitsbergen rubles" by collectors, though kopeck denominations were part of the same system.
