The Banca Federale della Padania was never a real bank. It was a political prop — the 1993 "Leghe" notes were produced by the Lega Nord as propaganda instruments during the movement's push for northern Italian separatism, issued in denominations denominated in an invented unit called the Lega. Carlo Ravaioli's engraving gives the notes a surprisingly professional finish, which was precisely the point: the closer these looked to legitimate currency, the more effectively they communicated that Padania could function as an independent state.
They were never legal tender and never intended to be. Distribution was essentially political pamphletering in banknote form.
