PDS PTT Saobraćaja Bihać was one of several Bosnian postal and telecommunications enterprises that issued emergency paper scrip during the 1992–1995 siege conditions. With the Yugoslav monetary system collapsing and the Bosnian dinar in freefall, local institutions — post offices, municipalities, factories — printed their own low-denomination notes to keep small transactions moving when coins had entirely vanished from circulation.
The official stamp is the only authentication device, which tells you everything about the conditions under which these were produced.
