Montenegro's 1912 state treasury notes were printed domestically in Cetinje — an unusual choice at a time when most Balkan governments contracted Paris, Vienna, or London for their currency printing. The decision reflected both nationalist sentiment and the practical reality of a country on the brink of the First Balkan War, which broke out that same October when Montenegro led the opening offensive against Ottoman forces.
Domestic printing also meant tighter state control over note quantities, though it came at a cost in production quality compared to the commercial security printers of Western Europe.
