Port-Bou's wartime municipal scrip emerged from the complete collapse of small-denomination coinage circulation during the Spanish Civil War. By 1936–37, Republican-zone municipalities across Catalonia were issuing their own paper emergency money simply to keep local commerce functioning — the central government had neither the capacity nor the coin stock to supply them. The Consell Municipal de Port-Bou, a small border town on the French frontier, was no exception.
The border location is the detail worth noting. Port-Bou was a major transit point for refugees, supplies, and arms crossing into Republican Spain, giving this otherwise minor municipal emission an unusual circulation audience.
