Colombia's 1863 fiscal reorganization followed the Rionegro Constitution, which established a radically decentralized federal republic — the United States of Colombia — and required a corresponding overhaul of treasury instruments. This note, denominated in both pesos and reales simultaneously, reflects the awkward transitional moment when the decimal peso system had been officially adopted but the old real-based counting still governed everyday transactions in much of the country.

The American Bank Note Company contract for Colombian treasury paper during this period was one of their earliest sustained Latin American commissions. ABNC production from this era is identifiable by the quality of the intaglio work, though the Tesorería Jeneral series is among the more sparsely documented in surviving Colombian fiscal records.
