Artículo 1°: CREASE las letras de cancelación de obligaciones provinciales como instrumentos de pago legalmente previstos para la satisafación de las obligaciones de cualquier naturaleza del sector público provincial.
Artículo 2°: LOS instrumentos de pago emitidos por el artículo anterior se denominarán LETRAS DE CANCELACION DE OBLIGACIONES PROVINCIALES DE CORDOBA (LECOP CORDOBA)
Artículo 3°: LOS pagos efectuados y los servidores mediante la entrega de las LECOP CORDOBA importará la extinción irrevocable de los créditos por cuya causa se formalizó la entrega.
Artículo 8°: LAS LECOP CORDOBA se emitirán (...) a treinta y seis (36) meses de plazo y devengarán un interés anual del seis por ciento (3%). El total del capital se amortizará al vencimiento del plazo señalado. El pago de los intereses se efectuará en cuatro (4) cuotas trimestrales, con vencimiento: la primera de ellas a los veintitres (23) meses de la fecha de emisión.

Argentina's provincial quasi-currencies — the so-called "patacones" and their regional equivalents — emerged in 2001 as the federal government's fiscal squeeze left provinces unable to meet payroll obligations. Córdoba's series, locally called "lecops" or more precisely tied to the provincial bond-backed emission framework, circulated as genuine transactional currency in supermarkets, pharmacies, and public transport, de facto legal tender within provincial borders despite having no standing under federal monetary law.

The PS#0 reference indicates this note has not yet received a formal Pick Supplement attribution — common for the provincial emergency issues, which were documented unevenly and remain incompletely catalogued.
