The Victory series was prepared in the United States and delivered to the Philippines in advance of the liberation campaign, intended for immediate circulation once Japanese occupation currency was voided. The series name was deliberately chosen for psychological effect — a political decision made in Washington while the islands were still under Japanese control.
Series suffix letters on these notes track the print run sequence, and certain suffix combinations are considerably scarcer than others due to uneven wartime distribution logistics.
