The "Arctic Territories" is not a recognized sovereign or administrative jurisdiction — no such issuing authority exists in international law or numismatic convention. This is a privately produced novelty or fantasy piece, almost certainly intended for promotional, educational, or souvenir purposes rather than any form of legal tender use. The hologram and polymer substrate give it the superficial feel of a modern circulating banknote, but that is precisely the point of such items.
Collect it for what it is, not what it implies.
