The issuing authority is identified by two banner inscriptions at top reading 'REPUBLIK INDONESIA' and 'PROPINSI SUMATERA', with a serial number and the Governor's manuscript signature above the imprint 'GUBERNUR SUMATERA' and date 'B.TINGGI, 1-1-1948'.
