Vietnam's economy in 1991 was still absorbing the shock of the Đổi Mới reforms initiated in 1986, which dismantled central planning and opened the country to market mechanisms. Inflation had been catastrophic in the late 1980s — peaking above 300% annually — and the 20,000 Đồng denomination, once unthinkably large, had become a practical necessity for routine transactions by the time this note entered circulation.

P#110 was superseded relatively quickly as the currency stabilized and higher denominations followed. Notes that actually circulated tend to show heavy wear; the paper is prone to soiling at the folds.
