The Banque Centrale du Congo has operated under extraordinary pressure since its reconstitution following the end of Mobutu's Zaire — a period in which the country burned through multiple currency reforms and hyperinflationary collapses within a single generation. The 20,000 franc denomination reflects the scale of that damage; it exists because smaller notes became functionally useless for ordinary transactions, not because of any particular prosperity.
Two governors' signatures appear across the P#104 series. Masangu Mulongo held the post through much of the post-war stabilization period; Mutombo Mwana Nyembo succeeded him in 2013 and oversaw subsequent printings through the series run.
