The Banco de Maracaibo was a regional institution, not a national one — chartered in Maracaibo in 1882 to serve the commercial interests of Venezuela's oil-poor but commercially active Lake Maracaibo basin long before petroleum changed the region's fortunes entirely. Its notes circulated regionally and were not always accepted at par in Caracas, reflecting the persistent tension between Venezuela's capital and its western provinces.
