Zimbabwe's dollar had been under severe strain since the late 1990s, when Mugabe's land redistribution program triggered capital flight and a collapse in agricultural output. By 2001, the Reserve Bank was already struggling to maintain coin production against accelerating inflation — within a few years, the entire denomination structure these pieces belonged to would be rendered meaningless by hyperinflation that ultimately reached an estimated 89.7 sextillion percent in November 2008.
The switch to nickel plated steel from the earlier nickel composition reflects the cost-cutting realities already biting at the mint by the turn of the century.
