Vilim Steiner was among the Zagreb merchants who issued private emergency scrip during the acute coin shortage that gripped the former Austro-Hungarian territories in the immediate aftermath of the First World War. With small-denomination metal coinage effectively disappearing from circulation by 1918–1919 — hoarded, melted, or simply stranded across collapsing monetary borders — retailers and businesses across the region printed their own fractional substitutes to make change. Steiner's notes, produced locally, functioned as store credit redeemable against purchases of fabric and clothing goods.
These merchant scrip pieces were never legal tender and carried real risk of total loss if the issuer closed or refused redemption.
