Tunisia's 1980 20 Dinar note was printed at the Banque de France's dedicated security printing facility at Chamalières — the manufacturing arm that handled numerous African francophone issues long after independence had made such relationships politically delicate. Tunisia had shed the French protectorate in 1956, yet continued to source high-security printing from France well into the 1980s, a practical arrangement driven by technical capacity rather than sentiment.
P#77 carried only a watermark as its principal security device — modest by the standards of the period, when intaglio thread-embedding was already common on higher-denomination issues from comparable central banks.
