Bank of China (Hong Kong) Limited issued this commemorative note for the Beijing Summer Games — one of three Hong Kong commercial banks licensed to issue HKD banknotes alongside HSBC and Standard Chartered. The arrangement is a direct inheritance of pre-handover practice, retained under the "one country, two systems" framework after 1997. De La Rue's Gateshead facility handled production, the same plant that prints for dozens of central banks worldwide.
Security is minimal for a De La Rue output — watermark only, no security thread listed. Commemorative intent likely drove the decision; these were bought by collectors, not spent at wet markets.
