The P#30 series was issued under Majozi Sithole's governorship at a moment when the Central Bank of Swaziland was working to bring its note security infrastructure closer to regional norms — the lilangeni had been pegged to the South African rand since 1974, which meant the notes themselves needed to inspire confidence that the rand never required. Oberthur's Rennes facility handled much of Francophone Africa's output during this period, making Swaziland a somewhat unusual client in that roster.
