Mondsee is a small market town in Upper Austria, and this 20 Heller note is a Notgeld issue — emergency small change produced by Austrian municipalities during the acute coin shortage that followed World War I. Thousands of such issues appeared between roughly 1919 and 1921, but the Mondsee series is notable for having a credited designer, Reisenbichler, which is less common among village-level issues where artwork was often borrowed or unsigned.

Kaltenbrunner's signature as authorizing official gives the note its legal standing under local municipal authority. The JPR reference places it firmly within the Jaksch cataloguing system for Austrian Notgeld.
