Moosdorf is a small Upper Austrian market commune, and this Heller note is precisely the kind of hyperlocal emergency scrip that flooded rural Austria during the First World War's coin famine. The imperial government's hoarding of copper and nickel for munitions production left village economies without small change, forcing hundreds of municipalities to print their own. Moosdorf's Bürgermeister Esterbauer signed off on this issue personally — that single authorizing signature was both the legal backing and the full faith of the commune rolled into one.
