Ober-Grafendorf is a small market town in Lower Austria, west of St. Pölten, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities during World War One when coin metal was requisitioned for the war effort and small change effectively disappeared from daily commerce. Thousands of Austrian communes issued their own emergency pfennig-range denominations between roughly 1916 and 1921, printed by whatever local press was available — in this case, Sommer in nearby St. Pölten.

The Jaksc catalogue reference places it firmly in the Lower Austrian municipal series. Few of these hyperlocal issues survived in quantity.
