Austrian Notgeld of this type was a direct response to the acute small-change famine that set in during World War I, when the public hoarded metal coins almost immediately after the war began. Municipal authorities across Upper Austria — Pfarrkirchen im Mühlkreis among hundreds of others — were effectively deputized by necessity to fill the gap, issuing their own emergency scrip with the tacit tolerance of the imperial administration.
The Jaksch/Pick reference places this in the second major Notgeld wave. By that point, local issuance had become semi-organized, with some communes printing multiple denominations across several series.
