Each half bears the issuer inscription at upper left, a central large roman numeral denomination 'XX' set over a red guilloche rosette, and a multi-line redemption text below; the mayor's printed signature appears at the foot of each coupon.

Pupping is a small municipality in Upper Austria, and like hundreds of similarly sized communities, it issued Notgeld during the acute coin shortage that gripped Austria between roughly 1919 and 1921. These emergency pfennig-denomination notes were a purely local stopgap — redeemable only within the issuing community, which meant travelers and outsiders often refused them, and local shopkeepers sometimes stockpiled more than they could use.

Franz Haslmair's signature as the authorizing official is the only administrative trace most of these village issues left behind. The Jaksch/Pick reference confirms this as the 20 Heller denomination of the JPR0792I series, indicating at least one other denomination was issued alongside it.
