Sarleinsbach is a small market town in Upper Austria, and this 20 Heller note is a Kriegsnotgeld issue — emergency municipal scrip produced during World War I when the Austro-Hungarian state could no longer keep small-denomination coinage in circulation. Hoarding and metal requisitions gutted the coin supply from 1914 onward, forcing thousands of municipalities to print their own fractional paper.
Franz Jetschgo's signature identifies him as the authorizing local official. The Jaksch/Pick reference JPR0948-20 places this within the documented Upper Austrian municipal series, though survival rates for village-level Heller notes vary sharply — many were redeemed and pulped once the wartime shortage eased.
