Struck as part of the FAO's coordinated global coin program, which persuaded dozens of member nations throughout the 1970s and 1980s to mint thematic issues promoting food security and agricultural development. Turkey's participation reflected the country's ongoing efforts to modernize its rural sector following the political turbulence of the late 1970s — a period that ended with the September 1980 military coup, meaning this coin was designed under one government and produced under another.

Aluminium alloy issues of this type circulated hard and shed detail quickly. The Etial 30 specification was a Turkish standardization for low-denomination coinage of the period.
