The Staatsbank der DDR issued this note as part of the 1971–1985 series that progressively replaced the transitional "Deutsche Notenbank" issues still bearing West-compatible denominations. East German currency reform was as much a political act as a monetary one — by the mid-1970s, the regime was actively suppressing any institutional parity between the Ostmark and the Deutschmark, despite the unofficial street rate suggesting otherwise.
Pick 29 is the second signature variety of the 20 Mark denomination within the series. Worth distinguishing from the near-identical P#28, which carries different Staatsbank officer signatures and commands different collector interest.
