St. Helena's decision to issue its own banknotes under the Government of St. Helena — rather than through a formal banking authority — reflects the island's unusual constitutional position as a British Overseas Territory without a chartered commercial bank issuing currency. De La Rue has printed the territory's notes throughout the modern series, a practical arrangement given the island's population of under five thousand and the logistical impracticality of maintaining any domestic printing capacity.

The P#13 series ran nearly a decade without revision, which is itself notable for a denomination this high on an island where most daily transactions ran far below the £20 threshold.
