This note belongs to the 2009-dated series that Belarus reissued with a 2016 denomination reform, collapsing 10,000 old roubles into 1 new rouble — a redenomination that reflected two decades of chronic inflation following independence. The 20-rouble face value would have been unthinkable in the early 1990s Belarusian monetary system.
Goznak's involvement is unsurprising; Belarus has relied on the Moscow facility for much of its banknote production since the Soviet successor state began issuing its own currency in 1992, a dependency that carries obvious political freight given the two countries' relationship.
