The BSP's Security Plant Complex, established in 1978, was part of a deliberate policy under the Marcos administration to bring currency production in-house and end the Philippines' long dependence on foreign security printers — chiefly the American Bank Note Company and Thomas De La Rue. By 2009, the facility had been producing the full Philippine note series for three decades, making this issue entirely domestic in both design authority and manufacture.

Pick 203 belongs to the New Design Series, which had already been through multiple printings and security upgrades by this date. Ultraviolet-reactive fibers and an embedded security thread were incorporated into the paper stock well before this 2009 printing.
