The Bank of Zilchy is a fictional institution, and this note is a novelty or fantasy item with no monetary function, no issuing authority, and no legal standing anywhere. Washington Irving's appearance here is presumably a nod to his connection to the Hudson Valley — he lived at Sunnyside in Tarrytown, New York, and is buried at nearby Sleepy Hollow Cemetery, the setting he made famous.
