Cambodia's National Bank has issued several commemorative 2000 Riel notes over the years, and this 2022 release continues that pattern — the denomination was introduced in 1995 and has functioned largely as a collectible-tier issue rather than a workhorse of everyday commerce. The riel itself never fully displaced the US dollar in domestic circulation; dollarization of the Cambodian economy has remained so entrenched that smaller riel denominations do most of the transactional work, while higher-value notes like this one rarely leave wallets before being set aside.
Watermark-only security for a 2022 issue is notably spare — most contemporaneous Southeast Asian paper notes carry at minimum a security thread alongside the watermark.
