The 2000 Yuan denomination was introduced as a commemorative issue marking the turn of the millennium — an unusual choice for Taiwan's central bank, which had long maintained a conservative series structure. The note was never intended as a workhorse denomination; the existing 1000 Yuan note handled that role, and the 2000 sat awkwardly between denominations in daily commerce. Acceptance in circulation was limited, and many were simply set aside by recipients.

The Central Engraving and Printing Plant, operating continuously under the Republic of China government since relocating to Taiwan in 1949, produced the entire run domestically — one of the few note-issuing authorities in Asia with full in-house intaglio capability throughout this period.
