INFINEX — Institutul de Finanțare Externă — was a Romanian state institution created specifically to handle financial transactions with Nazi Germany during the wartime alliance. The 24 Lei denomination is a direct artifact of that arrangement: the unusual face value reflects the official exchange rate applied to the German Reichsmark, set administratively rather than by any market mechanism. These were effectively occupation-accounting instruments, not general circulation currency.
The M-prefix in the Pick catalog signals military or para-military issuance. Surviving examples are scarcer than their wartime volume might suggest — many were deliberately withdrawn and destroyed after 1944 when Romania switched sides and the political liability of such notes became obvious.
