NAVROM was the Romanian state shipping company operating out of Constanța on the Black Sea. Like many large Soviet-bloc enterprises, it issued its own internal scrip for use in canteens, shops, and facilities accessible only to workers and crew — a closed monetary system entirely outside the National Bank's purview. These transport-sector chits circulated in an economic bubble, redeemable only within the company's own infrastructure.
Precise dating for individual NAVROM denominations is difficult; the scrip series was never formally catalogued with the rigor applied to state banknotes, and surviving examples tend to surface without accompanying documentation.
