| Obverse description | Typographically printed emergency voucher with a decorative letterpress border enclosing guilloche rosette vignettes at the left and right flanking the large numeral '25' on each side. The issuer's name 'VILLE DE NAMUR' appears in bold display type at the top, with 'BON DE' above the denomination 'CENTIMES' set in an ornate guilloche band across the centre. Namur's municipal small-change notes of 1918 belong to a vast category of Belgian emergency issues produced under German occupation, when coin metal had been systematically requisitioned and ordinary commerce ground down to barter and improvisation. Hundreds of Belgian communes, charities, and businesses printed their own fractional scrip during this period — Namur was simply one of the more organized.
Godenne was a well-established local printer, not a security firm, which is reflected in the notes' vulnerability to casual reproduction. The occupation authorities tolerated these issues as a practical necessity.
