The large denomination numeral '25' appears in both left and right margins, while a bold guilloche band above the vignette bears the Greek legend 'ΠΟΛΙΤΙΚΗ ΕΠΙΤΡΟΠΗ ΕΘΝΙΚΗΣ ΑΠΕΛΕΥΘΕΡΩΣΕΩΣ' and below it 'ΕΘΝΙΚΟ ΟΜΟΛΟΓΟ ΑΠΕΛΕΥΘΕΡΩΤΙΚΟΥ ΑΓΩΝΑ'.
