Banco Occidental was one of several private Colombian departmental banks authorized under the 1880s banking legislation that briefly opened note-issuing privileges to regional institutions. The American Bank Note Company held a near-monopoly on prestige printing for Latin American clients during this period, and Colombian private banks lined up for their services — partly for the security features, partly for the reputational weight the New York imprint carried with a skeptical public.
The "189_" date format, with final digit completed by hand at issuance, was standard ABNC practice for clients ordering plates in advance of multi-year use. Pick 178 is thinly documented in major references, suggesting low survival rates — likely a consequence of Colombia's 1900s banking consolidation, which rendered most departmental paper worthless and unretained.
