Mellrichstadt is a small Franconian market town in Lower Franconia, and its Bezirkssparkasse was one of hundreds of municipal savings institutions that issued small-denomination Notgeld during the 1917–1922 shortage of coinage. The 25 Pfennig denomination was the workhorse of that system — low enough to substitute for missing coins, high enough to bother printing. The Brm and Gra references both place this within the standard district savings bank series, though the suffix "c" in the Grabowski catalogue typically denotes a paper variant distinct from an earlier cardboard or differently watermarked issue.
