The 1960-dated series was authorized under Sukarno's Guided Democracy period but the 25 Rupiah (P#84) wasn't actually released until 1964, a gap that reflects the chronic fiscal disorder of those years rather than any deliberate policy delay. Inflation was accelerating sharply by mid-decade, and notes of this denomination were already losing practical utility almost as soon as they reached circulation.
The dual-printer attribution — De La Rue in London alongside Percetakan Kebayoran in Jakarta — was a transitional arrangement as Indonesia built domestic printing capacity. Determining which specific examples came off which press isn't always straightforward.
