The BCEAO's bimetallic issues of the early 1990s arrived just as the franc CFA was coming under intense political scrutiny across West Africa. The 50% devaluation of January 1994 — the first since 1948 and imposed under pressure from the IMF and the French Treasury — cut the currency's value overnight, making coins of this denomination worth half what they had been the previous morning in real terms.
The bimetallic construction was itself a relatively new production choice for the zone at this period, following European experimentation with the format in the late 1980s.
