Mongolia issued this coin as part of a wave of commemorative silver struck for foreign collector markets throughout the 1990s — a revenue strategy adopted by several central Asian states following the collapse of Soviet trade relationships. Mongolbank contracted much of this production through European minting houses, as domestic striking capacity could not meet collector-grade silver standards.

The 1994 World Cup was hosted jointly across nine American cities, the first time the tournament came to the United States.
