Dubno in 1919 sat in the middle of a collapsing administrative order — the town changed hands repeatedly between Ukrainian People's Republic forces, Poles, and Bolsheviks within the span of months. In that vacuum, local cooperatives filled the currency gap themselves. "Dopomoha" (meaning "Aid" or "Assistance") was one of dozens of Ukrainian consumer cooperatives that issued their own scrip when no reliable state currency was available or trusted.

The security feature here is a rubber or wax stamp applied by the cooperative — crude by any central bank standard, but functionally sufficient to limit forgery within a small local circulation network. These cooperative issues were typically redeemable only at the issuing body's own store or distribution point.
