The Wäxel-, Depositions- och Lånebanken — founded in 1811 under Russian imperial authority shortly after Finland became a Grand Duchy — issued its early notes denominated in roubles, not in any Finnish unit, reflecting the currency reality of the time. Finnish monetary independence would not arrive until 1860, when the markka was introduced. This 4-rouble denomination is an unusual face value by any standard; the reasoning behind it was almost certainly practical arithmetic tied to specific silver rouble exchange ratios rather than any printing convention.
The bank operated from Helsinki following the city's designation as capital in 1812, replacing Turku in that role largely for strategic proximity to St. Petersburg.
